TikTok or Instagram for UAE Brands: How to Choose by Niche and Budget

TikTok vs Instagram for business is rarely an either-or question for a brand in the UAE. Both apps reach most adults in the country, so the useful question is which one carries your main account and how much of the month the other one gets. That depends on what you sell, who buys it and how much video you can make. Below is how we weigh it, niche by niche, with what each option costs to make.
We run both for brands in Dubai, with the content shot in our own studio in Al Quoz, so where our own practice helps, we say so.
Audience size will not decide it
DataReportal's Digital 2026 report for the UAE uses the platforms' own advertising figures from October 2025. Instagram's ad tools put its audience at 8.05 million and its reach at 85.5% of adults. TikTok's put its audience aged 18 and over at 12.5 million, more than the number of adults in the country. A figure above the adult population is a reminder that platforms count accounts and visitors, not residents, so read both as most adults.
With both reaching most adults, the choice comes down to what each platform does with your content.
How the two differ for a business
| TikTok | ||
|---|---|---|
| Where new people see you | Reels and Explore recommend posts to people who do not follow you, and trial Reels go to non-followers first | The For You feed is built on recommendations; TikTok says follower count is not a direct factor in what it recommends |
| What the account is for | The grid a customer checks before buying, stories for people who already follow you, and messages | Reach: putting videos in front of people who have not heard of you yet |
| What it runs on | Photos, carousels, Reels and stories | Video first, with photo posts alongside |
| Boosting a post that works | Boosts and ads from the post, or Partnership ads from a creator's handle | Spark Ads, from your own account or, with the creator's authorization, from theirs |
TikTok explained its For You recommendations in June 2020, and Instagram began rolling out trial Reels to professional accounts in December 2024, as TechCrunch reported.
By niche: which account leads
These are the calls we would make, niche by niche. Treat them as a starting point, then let your own numbers decide.
| Niche | TikTok | |
|---|---|---|
| Fashion and abaya brands | Main account: the grid works as a lookbook, and orders come in through messages and WhatsApp | Try-ons, one piece styled three ways, the countdown to a drop |
| Beauty salons | Main account: local clients check the grid and book by message or WhatsApp | A service filmed from start to finish, and the team at work |
| Aesthetic and medical clinics | Main account, with every post checked against the rules; in Dubai, the DHA standard | Possible under the same checks: the DHA standard covers social media advertising as a whole |
| Skincare and cosmetics | Runs alongside TikTok from the launch: the grid customers check | Runs alongside Instagram: texture, application and results carry on camera |
| Restaurants and cafes | Runs alongside TikTok: the menu, the location and the booking link | A dish being plated, the kitchen at service |
| Real estate | Main account: listings and the agent's profile | Property tours and the agent talking to camera |
For DHA-licensed clinics in Dubai, the rules travel with you to every app: the medical director approves posts that name the facility, and before and after content has rules of its own. Our guide to the DHA standard goes through it section by section.
By budget: what each option costs to make
The accounts are free; the content is not. What decides the budget is how much new video the month needs, because TikTok is built around video and Instagram can run on stills with a few Reels.
| What you can make each month | What to run | What it costs to make, at our published rates |
|---|---|---|
| Mostly stills, with a few Reels | Instagram on its own, until there is enough video for TikTok | Studio time from AED 320 + VAT per hour if your own team shoots |
| One content day a month, shot vertical | Instagram and TikTok from the same footage | Monthly content days are not priced on this site yet; a one-off production package with three Reels starts from AED 1,500 + VAT |
| Creator videos every month, for ads as well as posts | TikTok and Instagram, with the best videos boosted | Creator-led UGC from AED 4,400 + VAT for four videos, or a monthly retainer from AED 7,600 + VAT for eight on a three-month minimum |
Two more lines belong in the budget. Ad spend goes to the platforms and sits apart from what the content costs to make. And our UGC packages include organic use on your own channels only, so running a creator video as an ad needs a licence: from AED 200 + VAT per video for six months from your own account, or from AED 400 + VAT per video per three months as Spark Ads or Partnership ads from the creator's handle. Monthly management, the planning, posting and reporting around the content, is not priced on this site yet; ask on WhatsApp for the figure.
Running both from one shoot
- Shoot vertical, 9:16, so one file can run as a Reel, a TikTok and a Snap.
- Give TikTok its own cut where it needs a different hook or sound, from the same footage.
- Upload the clean file to each app. Instagram said in 2021 that it would make Reels visibly recycled from other apps, such as those carrying a TikTok watermark, less discoverable.
- Burn the text into the video for people who watch with the sound off, one language on screen at a time and the other in the caption. When to post in Arabic, English or both is a choice of its own.
- Plan both in one calendar, so a launch, an offer or a season shows up on every platform at once.
What to measure before you decide
Give the second platform a few months on the same footage, then compare like with like: views, the share of views from people who do not follow you, profile visits, and the messages and WhatsApp chats each platform brings. Messages and WhatsApp chats matter most, because they are the step before a sale.
Instagram's Insights only show the last 90 days unless the account pays for Meta One Advanced or a higher plan, so write each month's figures down as it ends. Our free social media report template has columns for most of them; keep one file per platform.
Where Snapchat fits
Snapchat is the third platform our team runs, for audiences in the UAE and Saudi Arabia, where it has a large following. The same DataReportal report puts its UAE ad reach at the equivalent of 44.9% of the population. The same vertical footage serves it.
Where we come in
We run TikTok and Instagram for brands in Dubai, from one monthly plan, with the videos shot in our studio in Al Quoz or at your location. If you are not sure the account you have is working, start with a free Instagram audit.
Frequently asked questions
- Is TikTok or Instagram better for business in the UAE?
- Neither on its own. For most of the brands on our social media page, Instagram carries the main account: the grid customers check before buying, and the messages they send. TikTok adds reach to people who do not follow them yet. Which leads depends on what you sell and how much video you can make.
- Can we post the same video on TikTok and Instagram?
- Yes. Shoot it vertical with the text burned in, then upload the clean file to each app rather than a download with a watermark, and give TikTok its own cut where it needs a different hook or sound.
- How much content does TikTok need?
- More video than Instagram, because TikTok is built around video. If the month can only produce a few videos, put them on Instagram first and add TikTok when there is enough for both.
- Should a clinic be on TikTok?
- It can, under the same checks as on any other platform. At a DHA-licensed clinic in Dubai, the medical director approves posts that name the facility, and before and after content has rules of its own.
- How do we know if TikTok is working for us?
- Compare like with like over a few months: views, the share of views from non-followers, profile visits and the messages it brings, against the same figures on Instagram.
- Do you run TikTok and Instagram together?
- Yes. The team runs TikTok alongside Instagram and Snapchat, from one monthly plan and content days shot vertical for every platform.
